In an effort to provide our retired brothers (at the time of their demise) with a dignified, and respectable presence, the Retired Association has decided to organize a "Honor Guard". 

This will not be a precision - spit and polish - drill team type concept, but simply a list of retired brother firefighters who may have known and worked with the departed, or at least served during the same time frame.   

Participation by this Honor Guard will be ONLY By request of the family, and only to the extent that the family desires.

To include but not limited to pallbearers, (active or honorary) - liaison between the family and visiting fire fighters, or simply lending a fire service presence.

The "uniform of the day" for this honor guard shall from this day forward be known as the "Lockrow Suit" which will consist of a navy blue blazer, white shirt, grey slacks, and black shoes (properly polished) and official Honor Guard tie issued by the Association.

For those who wish to participate, and do not own a "Lockrow Suit" we have made arrangements with "Mens Warehouse" for a very good discount on the blazer and slacks.

The more members who participate in this honor guard will provide for a large cadre to draw from meaning less travel and less frequent events.

Please give this Honor Guard serious consideration, and join us in providing our departed members with class, dignity, and proper respect.

RETIRED MINUTES FOR June 2007

 
President Oliff called the June 4th meeting of the R.F.A. to order at 19:45 hours with 39 members present.
 
Deceased Members: JOSEPH A. SLIFER & MICHAEL G. HOLMONE (Active Member.) A moment of silence was held for these Brothers and our Troops in Iraq.
 
The minutes of the May 7th meeting were read and approved by the Membership.
 
The Sect./Treas. report was read and approved by the Membership.

Sick Comm.: Brother Ed Flynn reported that Jim Lockrow, Donnie Capps & George Abell could be taken off the sick list. All are recovering very well. The following were reported Sick: Tom O’Connell, Dan Collins, Burton Johnson, George Orme, Ray Roberts, James Bojalad, Kenneth T. Buckley, Steamboat Smith, Ed Beller, Raymond Gist, Jim McIlvaine & Windy Baden.
 
Vocal Alarm: Joe Healey said that he is hard at work on the next issue. He requested that any members having any articles, pictures or items of interest to please contact him at 301-831-0037 or rfanews@aol.com.
 
Entertainment: Joe Healey reported that the Pipe Band would be playing at the Eastern Market, or what’s left of it, on June 8th at 1:00 P.M. for the coronation of the new Fire Chief, Dennis Rubin.
The Pipe Band will also be performing at Ocean City on June 19,20&21. John York and Ricky Moore are getting up a charter bus. Any members who wish to go are asked to contact them.

Honor Guard: Joe O’Neil informed the membership that the Guard participated in the funeral for Brother Joseph Slifer and attended the funeral for Active Member Michael Holmone. Joe thanked the members of the Guard for their attendance and requested the membership for additional volunteers to join the Guard. Joe said that he is looking into getting cold weather coats and hats for the Guard. President Oliff informed the membership that members who wish to obtain a dress uniform to contact the Property Section. They have stopped shredding uniforms turned into them and are keeping them for retired members. Joe Healey noted that he doubts that any uniforms that are turned in would fit any of the retired members unless the Fire Department has hired a lot of fat guys lately.
 
Local-36: Ben Self notified the membership that Local 36 has rescheduled the President’s Dinner for September 22,2007. This dinner will be held for any members who have retired after 2001. Invitations will be mailed soon. The last Presidents Dinner was canceled due to lack of participation. Ben said the Local has been busy with the ongoing situation over the termination of an active Firefighter. Brother Ruggieri asked what the status of that situation was. Ben said that there was an injunction filed and the matter has been turned over to arbitration.
 
Members attending their first meeting: Brother Herbert Sprow Jr who retired from Engine 28.
Brother Sprow was given a hand by the membership. Wilbur was reported to be at the Golden Bull again.
 
Old Business: President Oliff reported to the membership that the Longevity Issue is still on Capital Hill. He said that funding was discussed and that members can follow the bill by contacting www.thomas.gov. Butch said that he would post any new developments on the issue at the website, www.dcfd.com during the summer break. Butch said that the Local is still waiting to obtain all of the Quote sheets from the dental plans. Stay tuned.
 
New Business: None
 
Good & Welfare:  President Oliff informed the membership that the Shenandoah Reunion would be held on September 29th in Front Royal. Brother Mullikin would be sending out invitations soon. All members are invited to attend. Brother Schroyer advised the membership that he works part time and that he receives medical benefits from that employment. He said that his Fire Department hospitalization was relegated to secondary provider status. He advised the membership to be careful if they are in a similar situation as the benefits are less when configured this way. Brother Ruggieri informed the membership that Brother Gus De George, who was sitting next to him, was 92 years old this year. A round of applause was given Brother DeGeorge. (He retired the same year I was appointed, 1967) Brother Tydings informed the  Membership that Phil Taylor turned 79 this month. He was also given a round of applause.
Brother Sanchez wanted to know if the Honor Guard would be wearing Fire Department Uniforms or the “Lockrow Suit” at funerals. He was pleased to find out that the “Official Lockrow Suit” would be the uniform of the day.
 
There being no further old or new business, the meeting was adjourned at 20:25 hours. This is my story and I am sitting by it. Have a great summer; see you all in the fall. Skip

The term " widow or widower " means the survivor of a member or former member if they ( 1 ) Were married to such member or former member ( A ) while they were a member, or ( B ) for at least one year immediately preceding the death, or ( 2 ) Is the mother or father of issue by such marriage

The annuity of any widow or widower shall begin on the first day of the month in which the member or former member dies, and such annuity or any rights thereto shall terminate upon the survivor's death or remarriage before age sixty. Provided that any annuity terminated by remarriage may be restored if remarriage is later terminated by death, annulment, or divorce.

Note: If a survivor receives a check made out to the retiree, after the death of the retiree, the check must be returned ( uncashed )to:

After claims have been established, any payments due to the deceased will be made to the survivor.

Eligible dependent children are your unmarried children under 18 who live with you in a parent - child relationship. Unmarried children between the ages of 18 and 22 are also eligible if they are full-time students and submit proof that they are enrolled in school. Furthermore, any unmarried child who is dependent on you because of a physical or mental disability incurred before age of 18 will qualify for survivor benefits.

If the fire fighter was receiving a tax free pension for a line of duty disability, the pension of his survivors is also non-taxable.

All surviving widows or widowers and dependent children will receive cost of living increases in the checks received each May 1st

The following is a list of items needed by a survivor of a retired member of the District of Columbia Fire Department in order to receive spousal annuity benefits in a suitable time frame, and for an orderly transition of this process to occur.1. The latest annuity check must be returned to the District Government 2. Personal action form or paperwork received by the annuitant upon retirement. ( i.e., P.O. form #1, Retirement Order for Deceased Member )3. Certified copy of Death Certificate.4. Certified copy of Marriage License.5. Certified copy of any and all divorce decrees, annulments of prior marriages, or certified death certificates for a prior marriage.6. Copy of birth certificates and adoption papers of all adopted dependent children under the age of 18. 7.List of all unmarried children under the age of 18 or children ages 18 to 22 who are full time students along with copies of their birth certificates. Included with the student, a certified copy of full-time attendance form from the registrar. 8. List of all disabled children and any medical information documenting their disabilities.9. Name of legal guardian of minor children. Proof of guardianship must be attached.10. Copies of all insurance policies held by member at the time of death.11. Survivors Payroll Data Sheet.

Ms Valarey Tanner or Ms Elizabeth Garner handle firefighter retirees. This office is responsible for taking action to obtain benefits that may be due under Federal Employees Group Life Insurance. The Association should be notified of the death so that we may place an obituary notice in the Washington Post informing our members of the funeral arrangements. We welcome the opportunity to provide any information or assistance needed. Fraternal Organizations: If the deceased was a member of an organization such as the Masons, Knights of Columbus, Elks, American Legion, etc. it is possible there would be some benefits due them. These groups may wish to participate in the funeral services.
